I spoke this this person as pointed to by the factory "Jean-Pascal Burguet"

You can import an UK Atom to France, no problem for this, but there will be no solution to register it in France (it's impossible to register Atoms here since about 4 years).
. considering insurance, as the Atom will be in UK plates, the best is to check with UK insurance, because in France you will find insurance only for a short period with UK plates. As far as i know, the 2 problems with UK insurance (if you still have an UK residence) is that they will ask for MOT control and for a limited time (6 months ?) out of UK.

If there is a way anyone please do let me know - thinking of swapping to a Lotus Exige V6 Cup which has COC but have to pay a huge carbon tax (XXXX Euros)
