Colorado Law Passes... step in the right direction

Colorado Pro-Hobbyist Kit Car Bill Signed into Law
Car hobbyists and related businesses scored another major victory when a version of SEMA model legislation to create a statutory titling and registration class for kit cars was passed by the Colorado State Legislature and signed into law by Governor Bill Owens.  The new law, which goes into effect on July 1, 2007, includes the added benefit of exempting kit cars from Coloradoâ??s emissions inspection program.  Colorado joins Hawaii, Illinois, Maine, Missouri, Montana and Rhode Island as states that have enacted similar bills into law. 

The law defines a â??kit vehicleâ?� as a passenger-type motor vehicle assembled by someone other than a licensed manufacturer, from a manufactured kit that includes a prefabricated body and chassis and is accompanied by a manufacturerâ??s statement of origin.  The new law, which gained the bi-partisan support of the Legislature, is the product of months of consultation between SEMA, representatives of the Old Car Council of Colorado, the Mile Hi Cobra Club, state legislators and county motor vehicle regulators.  The measure was introduced by Colorado State Representative Ann Ragsdale.

But here's the kicker.... Colorado is doing away with emmissions testing Jan 1, 2007 for ALL vehicles.

So what are they replacing the emissions test with? They are not going to just let that income dry up, some higher fee will replace it. Have you EVER seen a gov't agency give up on a revenue stream?!

Who Knows... maybe higher registration fees (Can't imagine that.... there CRAZY HIGH right now as it is!)

tHE ISSUE iM RUNNING INTO IN MOST STATES IS... THEY WANT THE REGISTRANT TO HAVE A DRIVERS LICENSE IN THE STATE ITS BEING REGISTERED IN.  i WONDER IF YOU REG IT IN A COMPANYS NAME IF IT BYPASSES THIS. iN KENTUCKY THEY SAY YOU MUST SIGN AN AFFADAVID SAYING YOU SPEND 60-90 DAYS EACH YEAR FOR DUAL RESIDENCY REQUIREMENT TO REG A CAR THERE AND MAINTAIN AN OUT OF STATE LICENSE.
