Isn't that the tab for the bracket that holds the fire extinguisher and battery cut off

As suggested, it's to mount one end of the bracket that holds the battery cutoff switch and/or fire handle ..

On the US Atom 3, I have a similar bracket on our drivers side that was unused on my car. I added an original Honda relay and wired it into the ignition switch and headlight switch so the headlights turn off with the ignition switch. (I've left them on and ran the battery down in the past)
