As somebody who went through 9+ months of registration hell, a windshield would have made it easier. Like it or not, Atoms in some places may need windshields. If that makes the difference between someone being able to purchase an Atom or not, wouldn't we all rather have another Atom owner in the fold?
Likewise, someone might consider the windshield-less Atom a bit extreme and decide not to purchase one because of that. Once they get comfortable with the car, they might decide to remove the windshield. Or not. Up to them...
