You do need an emergency brake. It's one of the main things they check. It's a very specific requirement outlined in the CA VC.
Also, the H4 lights that come with the Atom are not DOT stamped and therefore are not "legal". Some have had them passed in spite of this, but again, the CA VC is very specific, clearly delineating this as a requirement.

Is a working ebrake a requirement for the brake and light inspection?  I was going to save the 1300 bucks and just keep a set of chocks in the car (I'm a pilot and am used to chocking).

What about the fact that the lights don't have DOT labels?  Is there a friendly shop in the bay area that ya'll recommend?
